Elissa Miller is a Project Coordinator with Strategic Capacity Group, where she supports security sector reform and capacity building programs in North and West Africa. Elissa previously served as an Assistant Director at the Atlantic Council’s Rafik Hariri Center for the Middle East, where she managed the Center’s North Africa program and conducted research on Libya, Tunisia, and Egypt.
She also served as a Rosenthal Fellow in the Africa Office of the Office of the Undersecretary of Defense for Policy, where she worked across the interagency on U.S. defense policy in East Africa. Elissa also worked as a Project Assistant focused on international election monitoring at the National Democratic Institute for International Affairs. Elissa holds a Master’s in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University and a Bachelor’s in International Relations from Tufts University. She is proficient in Arabic.
